Prosecutors determined they couldn’t disprove a self-defense claim by the suspected shooter, a 38-year-old man with prior federal convictions for plotting a $1 million cocaine robbery and gun possession.

The suspect told police he believed the victim was a cartel member who had been following him, and court records say the victim had been convicted in a $1 million drug bust.

Oakland police are investigating a shooting early Saturday that left an 18-year-old man wounded.
